Abstract
This study examines the phenomenon of "defiants" in public hospitals and parimutuels collection in New Jersey, focusing on the use of specialized hitters to break the counts and obtain illegal profits. Through a combination of quantitative and qualitative analysis, including interviews with key players in the industry and analysis of financial data, the authors reveal the complex network of actors involved in this illegal activity and explore the motivations behind their actions. The study finds that defiants are often individuals with extensive knowledge of the industry and the ability to exploit weaknesses in the system, and that the use of specialized hitters is a key strategy for breaking the counts and avoiding detection. The authors also highlight the challenges faced by law enforcement agencies in combating this activity, including limited resources and the difficulty of gathering evidence. Overall, this study sheds light on an important but often overlooked aspect of illegal activity in the healthcare and gambling industries, and provides valuable insights for policymakers and law enforcement agencies seeking to address this issue.
