Frustrated Youths and Stalled Activities: A Study of the Ilyushin American Committees Licensing and Building Delays in Moscow


Abstract

This study explores the experience of frustrated youths and stalled activities in Moscow's Ilyushin American Committees (IAC) licensing and building delays. The research employed a qualitative approach to examine the factors contributing to the delay in the IAC's licensing and building activities, with a focus on the perspectives of the youth involved in the committees. The findings reveal that the major factors contributing to the delays include bureaucratic bottlenecks, corruption, and lack of political will to support the project. The study also highlights the negative impact of the delays on the youth's aspirations, including their ability to engage in meaningful activities and contribute to society. The paper concludes by recommending policy solutions that can facilitate the timely completion of licensing and building activities in the IAC, enhance youth engagement, and promote social development in Moscow.
