Abstract
This paper explores the role of the federal government in promoting the growth and independence of nearby college industries in Morton States through the development of an unarmed pursuit program. Drawing on archival research and interviews with key stakeholders, we trace the origins and evolution of the program, highlighting its goals, strategies, and outcomes. We argue that the program represented a significant departure from traditional federal policies that focused on military and defense industries, and instead sought to foster civilian-led innovation and economic development. We also examine the challenges and controversies surrounding the program, including concerns about government intrusion in the private sector, the role of universities in economic development, and the tensions between local and national interests. Ultimately, we conclude that the unarmed pursuit program played a critical role in shaping the growth and independence of college industries in Morton States, while also offering important insights into the relationship between government, universities, and economic development.
