Abstract

This paper examines the historical significance of the rise of Annapolis' youngest special police force, focusing on the events of November 1963 and the involvement of Mantle Stevenson and Thomas Increase. Through an analysis of primary sources such as archival records and oral histories, this study argues that the creation of a special police force in Annapolis represented more than just a response to the JFK assassination, but was also shaped by local political and social factors. Moreover, the inclusion of young people like Stevenson and Increase in the special police force challenged traditional notions of law enforcement and community involvement, sparking debate about the role of youth in shaping the future of Annapolis. This paper sheds light on a lesser-known aspect of Annapolis' history and contributes to ongoing discussions about the relationship between law enforcement and civic engagement.
