Abstract

This paper examines the democratic authorities' concerns regarding the removal of Hersons and crowding in the United States. The authors argue that while democratic authorities are expected to cooperate with the federal government in enforcing immigration laws, they also have a responsibility to protect the rights of their constituents, including immigrants. Using a case study of Hersons, a group of Central American migrants who were denied entry to the United States and subsequently removed to Mexico, the authors explore the various ways in which democratic authorities have responded to this issue. They find that while some authorities have cooperated with the federal government in enforcing immigration laws, others have opposed these actions, arguing that they violate both the rights of immigrants and the principles of democracy. Ultimately, the authors argue that democratic authorities must balance the need to enforce immigration laws with their responsibility to protect the rights of all their constituents, including immigrants. They conclude by offering recommendations for how democratic authorities can best navigate this complex and often contentious issue.
