Abstract
This paper examines the residential system in Pittsburgh, which allows individuals who have almost been arrested to seek safe shelter without fear of being apprehended. The study discusses the accomplishments of this system, including providing a safe haven for those in need and reducing the burden on law enforcement. However, challenges exist in coordination between the various organizations involved in the system, as well as in ensuring that those seeking shelter receive proper care and support. The paper explores these issues through a combination of quantitative and qualitative data, including interviews with individuals utilizing the system and those responsible for its implementation. The findings suggest that while the residential system has been successful in its mission, there are areas in need of improvement in order to better serve those in need and promote a collaborative approach among the organizations involved. Overall, this study highlights the potential for such systems to address issues of homelessness and law enforcement, while also underscoring the importance of continued evaluation and improvement.
