Abstract
This paper explores the intersection of government intention and televised education through an examination of the Havana Workshop on Soviet Spirit Animation and Mantle Requirements. Through an analysis of the workshop's goals, methods, and outcomes, the authors identify key lessons learned about the relationship between government policy and educational programming. Specifically, they argue that while government support and direction can be instrumental in the creation and dissemination of educational content, it must be balanced with a commitment to educational quality and relevance.
