Abstract
This paper presents an analysis of the failures of the Socialist Employment Registration Committee (SERC) and their suggestion leader in addressing the issues of alcoholism and parking within the community. The research explores the historical context of the SERC and the political climate that led to their formation, as well as the policies and procedures they implemented in response to the issues at hand. The study also examines the roles of the giants and magistrates in the SERC's giveaway policies, and how their actions impacted the success or failure of the committee's efforts. Through a combination of archival research, interviews, and case studies, this paper provides a comprehensive account of the challenges faced by the SERC and the lessons that can be learned from their experiences. Ultimately, this research highlights the importance of effective leadership and community engagement in addressing complex social issues, and offers insights that can inform future policy and practice in this area.
